Purpose and Intent
The Ukrainian Child Protection and Repatriation Act is designed to help locate, rescue, and reunite Ukrainian children who have been abducted, trafficked, or forcibly transferred by the Russian Federation or its agents
during the ongoing war in Ukraine. The United States recognizes these abductions as a violation of international
law, human rights, and the principles of child welfare and sovereignty.
Section 1. International Cooperation and Accountability
1. The United States shall work with allied nations, the United Nations, and the International Criminal Court to support international investigations into the abduction, trafficking, and illegal re-education of Ukrainian children.
2. The Department of State shall designate individuals and entities involved in these acts for targeted sanctions, travel bans, and asset freezes.
3. The U.S. shall support international arrest warrants and prosecutions against any person or organization complicit in these crimes.
Section 2. Humanitarian and Logistical Support
1. The U.S. shall provide funding, intelligence, and technical resources to trusted humanitarian organizations working to:
○ Locate abducted Ukrainian children,
○ Reunite them safely with their families or legal guardians, and
○ Provide trauma recovery and psychological support for affected children and families.
3. The U.S. Agency for International Development (USAID) and the Department of State’s Bureau of Democracy, Human Rights, and Labor shall coordinate efforts to ensure all funds and resources are used
transparently and effectively.
4. A portion of aid will be allocated to establish a “Ukrainian Child Recovery Task Force” — a joint initiative with Ukrainian authorities and allied nations dedicated to tracking and recovering abducted children.
Section 3. Reporting and Oversight
1. The Secretary of State shall submit an annual report to Congress detailing:
The number of abducted children identified and repatriated,
Actions taken by the U.S. and international partners, and
Sanctions or prosecutions initiated under this Act.
3. Reports shall be made publicly available, except where disclosure could endanger ongoing recovery efforts or the safety of the children.
Section 4. Funding
1. This Act authorizes $250 million in annual funding for humanitarian aid, logistical coordination, and intelligence sharing related to child recovery and repatriation efforts.
2. Funds may also be drawn from the Ukraine Security Assistance Initiative (USAI) or Emergency International Humanitarian Aid Funds, as deemed necessary by Congress.
Section 5. Statement of Policy
It is the policy of the United States to:
Condemn the Russian Federation’s abduction and indoctrination of Ukrainian children as war crimes;
Uphold the sovereignty of Ukraine and the sanctity of family unity;
Use all available diplomatic, economic, and humanitarian tools to bring every Ukrainian child home.
Section 6. Title
This Act shall be cited as the “Ukrainian Child Protection and Repatriation
Act.”
