Too often, our society waits until people struggling with addiction are arrested or have hit rock bottom before offering real help. The reality is, most of these men and women want help, but they simply can’t afford it. A month of professional rehab can cost $20,000 or more, which is out of reach for most working families. It’s time to modernize how we think about addiction and recovery. We need to stop treating it like a crime and start seeing it for what it is: a personal problem that deserves compassion, structure, and opportunity.
That’s why I wrote the Recovery Responsibility Act draft bill. This plan offers access to federal funds of up to $20,000 for individuals who truly want to turn their lives around, with payments made directly to approved rehabilitation centers. This is not a handout; it is a partnership. Participants repay the support through wage garnishment, with a manageable minimum monthly payment of $248 at 0% interest. Half of any federal or state tax refund will also go toward repayment until the full amount is paid back. The grant cannot be eliminated through bankruptcy, and no one can apply for a second grant until the first one is repaid. This approach builds in both fairness and accountability.

Purpose and Intent
The purpose of the Recovery Responsibility Act is to provide federal support
for individuals struggling with alcohol, drug, and gambling addictions. This
act offers a pathway to rehabilitation while ensuring accountability for
repayment of the financial support provided.
Individual Treatment Grants
Eligible individuals may receive a federal grant of up to $20,000 to cover a
30-day stay in an approved rehabilitation
center. This grant is intended to
remove financial barriers to treatment.
Repayment Terms
The grant functions as a loan to be repaid. Repayment will occur through a
minimum monthly wage garnishment of $150 until the amount is fully
repaid. Additionally, 50% of any tax rebates from the IRS or state authorities
will be garnished and applied toward the repayment.
Second Grant Application Condition
Individuals may only apply for a second grant after the initial grant is
completely repaid. This ensures that additional support is available only to
those who have honored their initial repayment obligations.
Bankruptcy Exclusion
Repayment obligations under this act cannot be discharged through
bankruptcy. This provision ensures that the responsibility to repay the grant
remains intact regardless of future financial difficulties.
Eligibility Restrictions
Individuals currently under criminal investigation, with
pending court dates for any crimes, or who are incarcerated at the time of application are not
eligible for the grant.
