Guardrails Against Job Displacement from Automation and AI

We must build an economy centered on labor unions,

mass homeownership, and retraining programs for Americans whose jobs have been displaced

by automation or AI. A strong middle class is the backbone of a stable democracy — and I’ll

make sure it stays that way. Here is my AI Displacement Worker Retraining and Support Act.

This would give all the support an individual needs who lost their job due to AI, robotics, or automation. Please read the draft bill I authored below.

Coverage for AI Job Displacement

  • The Department of Labor will establish partnerships with community colleges, vocational schools, and online education providers to offer free or low-cost retraining programs. These programs will focus on high-demand fields such as information technology, healthcare, green energy, skilled trades, and other future-proof industries.

  • Eligible workers will receive a monthly stipend during their retraining period, up to 18 months, to help cover living expenses. Additional grants or low-interest loans will be available for those who need to relocate or purchase new tools or equipment for their new careers.

AI-Displaced Worker Retraining and Support Act

Section 1: Purpose

This Act is designed to support American workers who have lost their jobs due to automation and artificial intelligence. The goal is to provide these

displaced workers with access to retraining programs, financial assistance, and career transition resources.

Section 2: Eligibility

Any U.S. citizen or permanent resident who can demonstrate that they lost their employment due to automation or AI-related displacement within the

past 24 months is eligible. Employers must provide a statement or verification that the job was eliminated due to technological automation.

Section 3: Retraining Programs

The Department of Labor will establish partnerships with community colleges, vocational schools, and online education providers to offer free or

low-cost retraining programs. These programs will focus on high-demand fields such as information technology, healthcare, green energy, skilled trades, and other future-proof industries.

Section 4: Financial Assistance

Eligible workers will receive a monthly stipend during their retraining period, up to 18 months, to help cover living expenses. Additional grants or low-interest loans will be available for those who need to relocate or

purchase new tools or equipment for their new careers.

Section 5: Career Counseling and Job Placement

The Act will fund career counseling services to assist displaced workers in identifying new career paths and securing employment after completing their

retraining programs. Employers will be encouraged to partner with the program to offer internships and job placements for participants.

Section 6: Funding

The Act will be funded through a combination of federal workforce development funds and a small surtax on large corporations that have significantly automated their operations and reduced human employment.

Section 7: Reporting and Oversight

An independent committee will monitor the program’s effectiveness and report annually to Congress on outcomes, success stories, and any needed

adjustments.
