Nevada’s Water Shortage — I Have a Plan
Nevada has warmed by 2 degrees over the past century, and prolonged droughts are a real threat. We need a bold plan to secure our water supply for future
generations. My California and Nevada High-Speed Rail and Desalination Act will construct a high-speed rail line from San Pedro, California, to Henderson, Nevada, designed to transport both people and goods, as well as millions of gallons of seawater in stainless steel containers.
The water will be desalinated at plants near Henderson and Las Vegas to provide safe, reliable drinking water. This project will create thousands of good-paying union jobs and modernize our regional infrastructure. Please read the draft bill I authored below.

Section 1: Purpose
This Act is intended to create a high-speed rail connection from California to Nevada and to establish a desalination plant to provide additional water resources for Nevada’s needs.
Section 2: High-Speed Rail Development
The high-speed rail will start in San Pedro, California, and run to Nevada. It will be capable of transporting millions of gallons of water, people, and goods and will travel at no less than 200 miles per hour.
Section 3: Desalination Plant Establishment
Mass stainless steel containers will transport millions of gallons of uncleaned ocean water from California to a desalination plants on the outskirts of Henderson, Nevada, where the water will be cleaned and desalinated.
Section 4: Funding and Oversight
Funding will come from federal infrastructure grants and contributions from California and Nevada, with an oversight committee ensuring transparency and
efficiency.
